The French Ministry of Agriculture did not wait for the latest trend within French ministries to set up divisions in charge of strategic watch, foresight and evaluation. These missions used to be scattered across departments, poorly endowed and not very well coordinated. They were gathered and strengthened in 2008 following the general revision of French public policies (known under its French acronym RGPP) with the creation of an all new “Sub-Directorate for Strategic Foresight and Evaluation”. The new organization integrated the Secretariat General of the Ministry and its Service for Statistics and Strategic Foresight. At the end of 2009 the structure was allotted more funds and manpower and was promoted to become “Centre for Studies and Strategic Foresight” (CEP).
